STATE CONTRACTS & COOPERATIVE PURCHASING

Guardian is available to school districts under a growing list of state and cooperative purchasing vehicles. Districts can purchase under their existing contract terms without running a separate procurement — your business office already has the paperwork on file.

How to use this page: Find your state below, give your procurement officer the contract number, and we'll honor the contract's pricing, terms, and dispute-resolution language on the resulting purchase order. Contracts marked "Pending award" are in active pursuit; contact contracts@guardiansystems.com for status.

1. TEXAS

Texas districts have one of the deepest cooperative ecosystems in the country. Guardian targets the four vehicles most TX districts already use for security technology:

Notes: TX Education Code §44.031 permits purchases under any cooperative agreement entered into in compliance with §271.102 of the Local Government Code. All four vehicles above meet this standard.

2. CALIFORNIA

California districts most commonly purchase technology through CMAS (issued by CDT) or a JPA (Joint Powers Authority). NASPO ValuePoint Cloud Solutions, executed via California's participating addendum, also covers Guardian under the standard State of California terms.

Notes: Public Contract Code §10298 authorizes leveraged purchase agreements; Education Code §17070.50 allows districts to use any competitively bid state contract. CMAS supports piggyback from GSA Multiple Award Schedule under PCC §10295.5.

3. FLORIDA

Florida districts use a combination of DMS State Term Contracts, the Florida Sheriffs Association cooperative (especially for security equipment), and informal quotes via MyFloridaMarketPlace (MFMP) for purchases under formal-bid thresholds.

Notes: §287.057, Florida Statutes governs competitive solicitation; §1010.04 allows districts to piggyback any contract awarded under a state or federal procurement. The FDLE Office of Safe Schools maintains a list of vetted technology vendors that participates in many cooperative agreements.

4. NEW YORK

New York districts can purchase under OGS Centralized Contracts and BOCES Coordinated Purchasing. Most BOCES regions maintain dedicated safety technology bids that other districts can use via the standard piggyback authorization.

Notes: NY State Finance Law §163 authorizes use of OGS centralized contracts by all political subdivisions. NY Education Law §1950(4)(d) authorizes BOCES cooperative purchasing.

5. NATIONAL COOPERATIVES

For districts in states without a dedicated state contract for Guardian, the four national cooperatives below cover ~95% of US K-12 districts. Most districts maintain at least two of these memberships and can use either at the procurement officer's discretion.

6. GRANT FUNDING

Guardian deployments are an eligible expense under several federal grant programs commonly used to fund school safety technology. We'll provide pricing, technical specifications, and a letter-of-suitability for any of the below on request:

  • STOP School Violence Grant Program (DOJ/COPS) — up to $500K per district for technology and training.
  • School Violence Prevention Program (SVPP) (BJA) — 75% federal share for school safety technology.
  • School Climate Transformation Grants (US Dept. of Education).
  • State Homeland Security Grant Program (SHSGP) (FEMA) — applied at the state level; reach out to your State Administrative Agency.
  • ESSER III (American Rescue Plan) — safety technology is allowable under the "preparing schools for reopening" category through 2024 obligation deadlines.
  • State-specific safety bond programs — TX SB 11 School Safety Allotment, FL Safe Schools Allocation, CA School Facility Program (SFP) hardening funds, and similar.

7. STANDARD TERMS & CONDITIONS

Purchases under any of the above vehicles are governed by the contract's own terms. Guardian also extends the following standard commitments to every K-12 district customer regardless of purchasing vehicle:

  • FERPA-compliant Data Processing Addendum (DPA) executed on request, using your state's preferred template (NY Ed Law §2-d, CA AB 1584, FL DOE template, TX SB 820, etc.).
  • CJIS Security Addendum available where local law-enforcement integration is in scope.
  • Net-30 invoicing with no late-fee on P.O.-based purchases.
  • No multi-year price escalation within an initial term — annual increases are capped at CPI-U thereafter.
  • Termination for non-appropriation language included by default for any multi-year subscription.
  • Right of audit for FERPA / state DPA compliance with 30-day notice.
